Hong Kong hoisted its strong wind signal No. 3, the second-highest level, as typhoon Neoguri heads toward the city’s neighboring Chinese province of Guangdong.
Neoguri was centered about 450 kilometers (280 miles) southwest of Hong Kong as of 9 p.m. local time, and is forecast to move north toward western Guangdong, the Hong Kong Observatory said in an advisory posted on its Web site.
